Bill Stoddart
Engineering leader building and directing teams of deep technical specialists — taking complex systems from research to production.
I lead a ~35-person multidisciplinary engineering team at CACI International — predominantly software developers, alongside electrical, RF, and mechanical engineers — building force-protection, EW, and SIGINT systems for the Department of Defense and Intelligence Community. The work runs from HF up and across every SWaP profile, from body-worn and sUAS-integrated devices to rack-mount systems on tow-behind trailers, and it spans research, technology incubation, and maturation through product and production.
I'm increasingly focused on applied AI/ML — RF machine learning in fielded capabilities, modern AI tooling across how we engineer. Outside work, I'm the sole architect of HFmimo, a physics-first HF-MIMO communications research platform (Python, PyTorch/Sionna, GPU/CUDA) built end-to-end with Claude — channel models up through a full PHY/MAC stack, backed by 500+ automated tests.
